BP engineers proposed the best solution first

Quoting The Houston Chronicle:
“In the end, the first idea may have been the best.

The capping stack that initially stopped the flow of oil from BP's Gulf of Mexico well more than three weeks ago
[as of August 8th] was proposed sometime in late April, less than two weeks after the blowout”

Were there, as they say, too many cooks in the kitchen?
Did politicians and government bureaucrats make things worse?
Might they have done so deliberately (to serve a political agenda)?
If left alone, would the engineers have solved this MUCH sooner?
