The issue is only partially the environment. Unless there are caveats that oil companies must exploit the new fields within a certain number of years and commit that ALL of it goes to the USA, this idea is simply a way to make the oil company's balance sheets look better. Unconvinced.

Oil companies pay millions for leases (which are sold at auction). The leases are typically 10 years in duration. Any oil company which does not make use of every reasonable opportunity to generate a return on their investment is deliberately cutting their own throat. Do you really think they do that?
Your “use it or lose it” argument has already been abandoned by Congressional Democrats (and properly so). This post and all associated links more thoroughly addresses that issue.
